Follow quests instead of random fights
Krue’s three-Bandit quest is the first dependable activity. Repeat it until Zuko’s boss option appears around level 7. Complete the other Windy Peak tasks as you go, especially Kona’s lost pages, Lucy’s route toward Tom, and Kazu’s delivery chain.
Buy a basic katana from Raze when you have the Wen. Then follow Lucy to the Bear area and use Tom’s Bear Cub and Mother Bear quests through level 25. If a level gate differs by one or two levels, trust the NPC’s current prompt.
